He was the third of four children born to John Davison Rockefeller III and Laura Payne Whitney.
Rockefeller was the son of John D Rockefeller III and Blanchette Ferry Hooker. He is the grandson of John D Rockefeller Jr. He graduated from Phillip Exeter Academy in 1955. Rockefeller was a member of the Junior Class, Class of 1956, and the Class of 1957. He is the brother of David Rockefeller.
He graduated from Yale in 1965 with a Bachelor of Arts degree in East Asian Languages and History. Rockefeller served as an assistant editor of the Yale Daily News. He later graduated from Oxford University with the degree of Bachelor of Philosophy.

In March, 1972, Rockefeller won the Democratic nomination for governor of West Virginia but lost the general election to Republican Governor Arch A. Moore, Jr. Rockefeller lost his re-election bid to Republican candidate George Manchin II by a wide margin.
In 1976, Rockefeller was elected governor of West Virginia. The West Virginia coal industry had been impacted by the recession, and by the time Rockefeller became governor the unemployment rate had reached a rate of 15 to 20 percent.
After the election of Rockefeller in 1984, he became the only Rockefeller to have been elected to the Senate of the United States up to that date.
He is also a member of the Senate Judiciary Committee. He chairs the Senate Crime and Terrorism Subcommittee.
He was a member of the Select Committee on Intelligence and serves as the Ranking Member on the House Armed Services Committee.
